IMPORTANT DOCUMENTS


To sign up for garbage services, residents must live inside of town limits.  Residents can come by Town Hall to fill out their applications or email the residential application to
customerservice@townofyoungsville.org.   Businesses located within town limits must complete a commercial application and either drop by Town Hall or email the application to customerservice@townofyoungsville.org.  Any business needing a dumpster must contract directly with the service provider of its chosing; the town does not provide dumpster service.


PROGRAM INFORMATION

SOLID WASTE SERVICES

Revenue Model
  • Some municipalities incorporate solid waste program fees into the overall property tax rate. In these cases, residents are not billed directly for solid waste services – those fees are paid indirectly via the property tax bill.
  • In order to maintain a lower overall property tax rate – and to relieve property owners who rent their property from having to pay for services they do not use – Youngsville bills its residents separately for solid waste program fees.
  • Bills are generated monthly, mailed no later than the 10th day each month, and are due on the last business day each month.
  • Participation in the town’s solid waste program is mandatory by ordinance.
Household Trash Collection Program
  • This part of the solid waste program is managed by a third-party vendor (Republic Services).
  • Household trash is collected via roll-out carts.
  • Only household garbage is allowed in roll-out carts. No brush, recyclables, etc., should be in your cart.
  • All garbage should be in bags. No loose litter, shredded paper, ashes, packing peanuts, etc., should be in your cart.
  • Collection occurs weekly on Fridays. Because carts are collected with a side-loader refuse vehicle, carts must be curbside by 5am on collection day. Any carts not curbside at the time of collection will not be serviced.
  • If a regular collection day falls on a holiday, collection will occur on Saturday.
Household Recyclables Collection Program
  • This part of the solid waste program is managed by a third-party vendor (Republic Services).
  • Household recyclables are collected via roll-out carts.
  • The following items are NOT allowed:
    1. Plastic grocery bags
    2. Oils or pesticides
    3. Corrugated cardboard
  • The following items are allowed:
    1. Plastics, such as containers (numbers 1-7) for soda, water, milk, shampoo, and food
    2. Glass of any color
    3. Thin metals, like tin and aluminum cans
    4. Aluminum foil and metal trays
    5. Paper products, like newspapers, magazines, catalogs, junk mail, envelopes, office paper, phone books, cereal boxes, and paper egg cartons
  • All items must be free of food, empty and dry. All items should NOT be bagged.
  • Collection occurs every other week on Fridays. Because carts are collected with a side-loader refuse vehicle, carts must be curbside by 5am on collection day. Any carts not curbside at the time of collection will not be serviced.
  • If a regular collection day falls on a holiday, collection will occur on Saturday.
Leaf and Grass Collection Program
  • This program is only for fallen / molted leaves, pine straw, pine cones, flowers, and non-bagged grass clippings.
  • Twigs, branches, larger plant materials, rocks, and excessive dirt will not be collected as part of this program. These larger organic items may be placed-out for collection via the Bulky Item Collection Program.
  • Material must be placed neatly at curbside (NOT in the street) by 6am for collection. If your material is too far from the curb (greater than 18 inches), town employees cannot collect it with the boom of the town’s leaf vacuum machine.
  • Collection windows
    1. February through October: Monthly, on the first Wednesday
    2. November through January: Weekly, on Wednesdays
  • Please keep leaf piles away from obstructions like parked vehicles, hydrants, mailboxes, fencing, utility poles, and guide wires.
  • Inclement weather may prevent collection. If so, collection will be attempted as soon as weather permits – or on the next collection day.
Bulky Item Collection Program
  • Bulky items too large to fit into roll-out carts will be collected by town employees every Monday.
  • Items must be placed curbside (NOT in the street) by 6am
  • The following restrictions apply to items collected via this program:
    1. Volume is limited to one load of up to four cubic yards, which is equivalent to filling the bed of a standard-sized pickup truck
    2. Weight must be less than 50 pounds
    3. A single person must be able to safely lift and load each item
    4. Bulky brush / plant materials are accepted if separated from non-organic items
    5. Items accepted via the Leaf Collection Program are accepted in a liftable container
    6. Cardboard must be broken-down and separated from all other materials
    7. No automotive parts, chemicals, or paint
    8. No lumber or building materials from demolished, remodeled, or new buildings
    9. No trees, shrubs, limbs, or other materials over 5 feet in length
  • Please contact the town if you have questions concerning a large item or to arrange pick-up of larger volumes for a special fee.
  • Inclement weather may prevent collection. If so, collection will be attempted as soon as weather permits – or on the next collection day.
Grass Clipping Collection Options
  • To review, you have two options for grass clipping collection
    • Option #1 is the Bulky Item Collection Program
      • Clippings must be CONTAINERIZED
      • This service is provided every Monday
    • Option #2 is the Leaf Collection Program
      • Clippings must be LOOSE
      • From February through October, this service is provided monthly on the first Wednesday
      • From November through January, this service is provided every Wednesday
